The Bylaw Enforcement department is part of the Development Services Department of the CVRD and enforces regulatory bylaws in all electoral areas (excluding the Municipality of North Cowichan, City of Duncan, Town of Ladysmith, Town of Lake Cowichan, and First Nation Reserves).

How to Lodge a Complaint
To lodge a complaint, it is required that a name, address, and phone number be provided as well as a description of the location (address) and alleged offense. This information is kept confidential, but is subject to the provisions of the Freedom of Information and Protection of Privacy Act. Complaints can be in writing or phoned in. Although most investigations are concluded within a few days, it is difficult to predict the duration.

Enforcement action is initiated on a complaint basis. The goal of Bylaw Enforcement is voluntary compliance and a source of information for bylaw queries.
