As a local government, the CVRD deals with local issues on a region-wide perspective, as well as administering the local functions for the unincorporated areas, directed by locally elected officials.
Through the Regional District, the local governments work together to provide and co-ordinate services in both urban and rural areas.
Two types of directors make up the CVRD Board of Directors:
The Cowichan Valley Regional District Board of Directors is comprised of a 15 member Board of Directors who also sit as members of the Cowichan Valley Regional District Hospital Board.
To help provide clarity on the role of a Director, position descriptions were developed by the Director Services Select Committee and endorsed by the Board in March, 2020.

A Code of Conduct for Board, Committee and Commission Members Policy was adopted on June 14, 2023.
The CVRD obtains its authority from Letters Patent and provincial legislation primarily the Local Government Act, in conjunction with the Community Charter.
