December 14 Board Meeting Summary

1. Board Chair and Vice-Chair Election

The Board elected Jon Lefebure, North Cowichan Director, as Board Chair and Bob Day, Lake Cowichan Director, as Vice-Chair for a period ending November 2017.


2. Vancouver Island Regional Library Board Appointments

The Board appointed Director Mary Marcotte and Director Aaron Stone as the 2017 CVRD representatives to the Vancouver Island Regional Library Board.

3.Electoral Area Grants-in-Aid

The Board of Directors approved the following grants-in-aid:

Electoral Area E - $500 Sh-hwuykselu Busy Place Streamkeepers Alexander School for bus transportation.

Electoral Area E - $1,500 Cowichan Valley Community Policing to support neighbourhood watch groups

Electoral Area E - $7,600 Cowichan Station Area Association to support Koksilah Watershed ecosystem based analysis

Electoral Area A - $10,000 Bamberton Historical Society

4. Nominee Request for Nanaimo Airport Commission 

The Board is seeking applications from the public for consideration of nomination as the CVRD representative on the Nanaimo Airport Commission. Information on how to apply will be available in January.

5. Municipal and Regional District Hotel Room Tax

The Board approved submitting a request to the Province of BC to levy a two per cent Municipal and Regional District Tax on hotel accommodations within the entire boundary of the CVRD effective October 1, 2017 to support tourism marketing and development.

6. National Aboriginal Hockey Championships

In 2017, the CVRD will host the National Aboriginal Hockey Championships. To help with hosting this event, the Board approved a $25,000 Grant-in-Aid from the 2017 budget be dedicated to the National Aboriginal Hockey Championships.

7. Saltair Community Society Recreation Services Agreement

The Board approved a Recreation Service Agreement with the Saltair Recreation Society to operate the Saltair Community Centre. This two year service agreement and building lease agreement is for the coordination of arts and recreation activities at Saltair Community Centre.


8. Cowichan Bay Island Farmhouse Poultry Bylaw Adoption

Zoning Bylaw No. 3995 was adopted, amending the existing A-1A zoning for a poultry processing facility at 1615 Koksilah Road in Cowichan Bay. This will increase the daily limit of poultry that can be processed from 3,000 to 5,000. The amendment bylaw also changes interior side yard setbacks from 15 metres to 8 metres.

9.Adoption of Cobble Hill Chickens Bylaw

The Board adopted Zoning Bylaw No. 4039 to allow for backyard chickens in the village of Cobble Hill.The bylaw permits for no more than six chickens (hens) and prohibits roosters.

10. Adoption of 2017 CVRD Budget

The Board adopted the Five Year Financial Plan Bylaw No. 4073 with an overall tax increase of six per cent across the regional district for the 2017 budget. Complete budget information is available at
